CSM Glen Vela was born in Dallas, Texas. He volunteered for service and took the oath of enlistment on 15 January 1985 and, subsequently completed Basic Training at Fort Jackson, South Carolina and Advanced Individual Training at Fort Eustis, Virginia.

His past assignments include Command Sergeant Major, 1st Air Cavalry Brigade, 1st Cavalry Division, Fort Hood, Texas; Command Sergeant Major, 615th Aviation Support Battalion, 1st Cavalry Division, Fort Hood, Texas; III Corps, CMMC Aviation Maintenance Sergeant Major, Fort Hood, Texas; First Sergeant, Headquarters and Headquarters Company, 4th Brigade, 4th Infantry Division, Fort Hood, Texas; First Sergeant, C Company 1-4 Aviation Regiment, 4th Infantry Division, Fort Hood Texas; Attack NCO Trainer, National Training Center, Operations Group, Fort Irwin, California; Aviation Maintenance Manager, 3rd Armored Cavalry Regiment, Fort Carson, Colorado; Platoon Sergeant, Q Troop 3rd Armored Cavalry Regiment, Fort Carson, Colorado; Platoon Sergeant, A Company, 1-1 Aviation Regiment, 1st Infantry Division, Katterbach, Germany; AH-64 Apache Aircraft Technical Inspector, 3rd Infantry Division, Katterbach, Germany and Crew Chief, A Company 1-4 Aviation Regiment, 4th Infantry Division, Fort Carson, Colorado.  CSM Vela's military and civilian education includes Advanced Individual Training MOS 67Y1O and 67R1O, Primary Leadership Development Course, Basic Noncommissioned Officer Course, Advanced Noncommissioned Officer Course, First Sergeant Course, Aviation Accident Prevention Course, Equal Opportunity Representative Course, and the Army Retention Course. Additionally, he is a graduate of the Sergeants Major Course Class 55 and holds an Associate's Degree in Applied Science in Administration Management from Excelsior College.

His awards and decorations include the Bronze Star Medal (3 Oak Leaf Clusters,) Meritorious Service Medal (3 OLC,) NATO Medal, Air Medal(Numeral 2), Army Commendation Medal (1 OLC,) Army Achievement Medal (8 OLC,) Good Conduct Medal (9th award,) National Defense Service Medal (1 Bronze Star,) Afghanistan Campaign Medal (2 Campaign Stars,) Iraqi Campaign Medal (4 Campaign Stars,) Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, NCO Professional Development Ribbon(Numeral 4,) the Army Service Ribbon, the Overseas Service Ribbon(Numeral 6), the Combat Action Badge, and the Master Aviation Badge. 

CSM Vela is married to the former Kathryn A. Brown from Oklahoma City, Oklahoma. They have two children.
